Lucy joined Walker Morris in 2006 as a paralegal within the Public Sector & Projects Team. She became a trainee in 2007 and qualified into the Commercial Public Sector and Projects Team in September 2009. During her training contract, Lucy was seconded to two major clients and worked across a number of departments and legal sectors, including property, commercial contracts, public sector and banking litigation. Lucy has experience of working on a number of large-scale PFI/PPP projects in the waste, emergency services, schools, housing and health sectors, and has also worked on a variety of smaller commercial deals, including discrete waste contracts, funding agreements for an RDA, and energy related agreements. Lucy has an interest in state aid work and regularly advises both public, private and third sector clients as to the risk of potential state aid. Lucy also provides training in this area. Alongside this work, Lucy also considers associated procurement and vires issues. Lucy is also heavily involved in the work Walker Morris is undertaking in respect of schools converting to academy status, dealing with the commercial aspects of the conversion, including the Funding Agreement and Commercial Transfer Agreement. Further, Lucy regularly advises public bodies and third sector bodies in respect of appropriate charitable vehicles, governance (including setting up charitable companies), registering charities with the Charity Commission and negotiating contracts between public authorities and charitable bodies.
I am interested in Local Government, State Aid, Charities, Social Enterprises, Waste, Education, The ‘Big Society’, Joint working, Up and coming businesses in Leeds.
As a two year qualified solicitor, I have specific knowledge of commercial, contractual and public law. I like to be challenged and tested to think about innovative solutions to assist my clients in order to ensure that they act in the most appropriate manner in order to meet their business objectives. I am good at listening to problems and finding ways in which to appropriately resolve issues. I’ve lived in Leeds for ten years and care about the city and its people. I know various areas relatively well, having lived in the student area when I attended university and subsequently living in Horsforth, Rothwell and the city centre. Not only can I bring a professional background to the panel, but I should also be able to draw on my experiences in Leeds to reflect community views.
I am currently spending most of my spare time decorating my first house.
